ICPAC-EN-EAF

The IGAD Climate Prediction and Applications Centre (ICPAC) serves a monumental mission: fostering climate services and knowledge to enhance community resilience across 11 member states, including Kenya, Ethiopia, and Uganda. In a region where climate hazard information is a lifeline for decision-makers, technology isn't just a support function—it is the mission-critical heart of their operations.

The impact of this modernization wasn't just incremental—it was transformative.

The Technical Ceiling: When Outages and Manual Gaps Stalled Progress

Before their partnership with us and the move to Google Cloud, ICPAC’s digital infrastructure was under constant pressure. The organization faced significant hurdles that threatened their ability to deliver timely climate data:

  • Infrastructure Instability: Service disruptions were common due to power and internet outages.
  • Performance vs. Cost: ICPAC relied on overprovisioned virtual machines that were neither cost-effective nor capable of handling heavy traffic spikes efficiently.
  • The Manual Bottleneck: Deployments were handled through manual processes. This made updates time-consuming and made rolling back errors a logistical nightmare.
  • Security Gaps: Systems were often deployed with default credentials, and the team lacked the specialized expertise to conduct deep security analyses.

The Blueprint: Decoupling Complexity with Google Cloud

ICPAC initially sought a partner to manage complex billing requirements, but they chose us for our technical depth. We began with a comprehensive environmental audit that prioritized three pillars: security optimization, cost efficiency, and application modernization.

The Transformation Strategy Included:

  • Modern Architecture: We decoupled monolithic services into agile microservices hosted on Google Kubernetes Engine (GKE) and utilized Cloud Run to accelerate their continuous integration and delivery pipelines, ultimately establishing 24/7 mission-critical climate monitoring across all 11 nations.
  • Data & Analytics: The team adopted Cloud Storage (Cloud Buckets) for secure, seamless data sharing and integrated BigQuery for high-level analytics.
  • Security Hardening: Moving away from default settings, we implemented custom service accounts and a zero-trust model, using labels to rigorously monitor resource access and usage, while automating workflows to ensure secure, error-free deployments.

Clear Skies Ahead: From Hours to Minutes

The impact of this modernization wasn't just incremental—it was transformative. By moving to a managed, cloud-native environment, ICPAC has unlocked a new level of operational speed and fiscal control:

  • Extreme Processing Speed: Data processing tasks that previously took six to eight hours now take roughly 30 minutes—representing a 90% reduction in data processing times and delivering early warnings 90% faster than before.
  • Optimized Spending: By rightsizing overprovisioned and idle services and utilizing event-based scaling, ICPAC has optimized its cloud costs by 40%. They have gained full visibility into their resource usage, allowing for precision budget management.
  • A Future-Ready Outlook: With a stable foundation, ICPAC is now exploring High-Performance Computing (HPC) and the integration of AI into their forecasting models to make climate data even simpler and more accessible for end-users.

"Technology is integral to ICPAC's operation... we rely on it to host mission-critical systems used to disseminate climate hazard information to stakeholders." - Leonard M. Kimotho, IT Admin-ICPAC

The Conclusion: Forecasting a Future Without Limits

At the end of the day, this transformation wasn’t just about technical cleanup—it was about protecting the prosperity of 11 nations. By moving away from manual, "outage-prone" infrastructure toward a Zero-Trust, GKE-powered ecosystem, ICPAC has done more than just save time. They’ve built a mission-critical engine that turns eight hours of agonizing wait-time into 30 minutes of life-saving action.

With the foundation now hardened and ready for HPC and AI-integrated forecasting, the goal is no longer just keeping the lights on. It’s about leveraging the digital backbone we’ve built together to simplify complex climate data for everyone in the region.
